About Us
It All Began with the Law Amendment
As the Child Welfare Act of 1973 became obsolete and no longer suitable for modern society, Jih-Jia Lin, along with other legislators and child welfare experts, formed the Child Welfare League Committee in 1990 to initiate the amendments to the Act. During the amendments, all parties agreed that a permanent organization dedicated to child welfare was necessary. Thus, the Child Welfare League Foundation (CWLF) was then established in December 1991. As of September 3rd, 2024, CWLF has been placed under the supervision of the Ministry of Health and Welfare.
Besides Advocacy: Developing Over 25 Services
In addition to ongoing legislative and policy advocacy, we have continuously responded to evolving societal needs by developing innovative direct service programs, including adoption services, specialized care for children in exceptional circumstances, trauma-informed care services, and more. We also pioneered discussions on anti-bullying, introduced services for children of divorced/separated families, and provided support to families affected by the pandemic.
Through both advocacy and direct services, we remain steadfast in our commitment to "create a better world with children".

Founded at a time when Taiwan had no child protection laws, CWLF has spent the past 30 years evolving its vision—from "creating a better world for children" to "creating a better world with children". Staying true to our mission, we have grown into a child-centered organization committed to both services and advocacy. We continuously identify emerging needs of children, and we also know that children in Taiwan have a great potential to reshape the world.
